Paul Seixas took the 13.8 km hilly ITT in Bilbao by 23 seconds over Vauquelin and 27 over Großschartner — the 19-year-old becoming the youngest WorldTour stage race leader of the year. Ayuso lost 1:16 in a defining early GC hit.
